Rutilated Quartz is also called Angel Hair Quartz or Golden Rutile.  

When Rutile (the mineral Titanium Dioxide) is growing at the same time as Quartz, tiny needle like strands can become trapped within the Quartz.  The tiny needle shaped strands create "Networks" which produce the "Stars" in many crystals like Star Rose Quartz or Star Garnet.
